Enables insulin-like growth factor I binding activity and protein tyrosine phosphatase activator activity. Involved in several processes, including negative regulation of smooth muscle cell migration; negative regulation of smooth muscle cell proliferation; and positive regulation of myoblast differentiation. Acts upstream of or within negative regulation of cell population proliferation; negative regulation of protein phosphorylation; and protein phosphorylation. Located in extracellular space and nucleus. Part of insulin-like growth factor ternary complex. Implicated in several diseases, including Alzheimer's disease; Turner syndrome; diabetes mellitus (multiple); prostate cancer; and transitional cell carcinoma. Biomarker of several diseases, including Barrett's esophagus; Down syndrome; autoimmune disease (multiple); bone disease (multiple); and urinary system cancer (multiple).
